FedEx was the issue, not hiboy. Delhia with hiboy customer support was more than helpful. She had another motor sent by another carrier.
The motor wound up not being the problem. She asked me to send a video of the issue I was having and sent the parts I needed. It was my throttle and controller.
Thanks Hiboy! You guys have a life long customer in me. PS I tried to delete the last review but it wouldn’t let me.

I didn’t receive the motor
FedEx said my motor arrived and it didn’t. I emailed hiboy and they said it showed that it arrived. I’m still waiting for a refund or another motor to be sent by another carrier
